%X Through the ages, in order to accede to a public function, there have been used different ways.Thus, in Ancient times, the public functions were drawn lots, then the society evolved, and the companyhas moved to a system based on heredity, and so public functions were ¡°inherited¡±. The purpose of thiswork is to present and to analyze the principles that ¡°should¡± govern today the access to the publicfunction, focusing on the equality principle.
