%X This study presents the Romanian Principalities at the beginning of the XIX-th century from the point of view of the French consul, Charles Fr¨¦d¨¦ric Reinhard. The period of four months (July ¨C November 1806) permitted the French diplomat to meet the Romanian society from different points of view: economically, socially, politically, etc. The diplomatic correspondence he sends to Talleyrand, the Foreign Affairs Minister, to the Emperor Napoleon or others is very important for the reconstruction of the South- Eastern European, in general, and Romanian realities, in particular
