Both spectrum sensing based access and database based access arediscussed. Link budget analysis is used to define operational limits for spectrum sensing and transmissionpower control when the primary system is a digitalvideo broadcasting ¨C satellite services to handhelddevices (DVB-SH) system. The results show that cognitive radio techniques should be applied withcaution in satellite bands. The energy detection method does not support well spectrum sharing in thestudied band. Rather the sensing should be based onthe feature detection or matched filter detection.Theresults show that only short-range transmission canbe used on a secondary basis in many environmentswhen the secondary spectrum use is based on the sensin %U Cognitive Radio, Dynamic Spectrum Access, Mobile Ne twork.
