%X This paper analyzes how and why practically the same pro-market water and sanitation policies adopted by Argentina and Brazil during the 1990s have attained contrasting results and impact in each country. It argues that those differences may be largely explained by the notions of ˇ°path dependenceˇ± and ˇ°social capitalˇ± related to historical policy choices made in this field at the national level.
