%X The process which results the design and implementation of a new public policy by a State is the consideration of the need for intervention in a particular area of activity. This need arises from the definition and diagnosis of a problem requiring solution. Gender equality policies are a form of public policy with specific characteristics resulting from their objectives and the strategies used in the process of implementing them. As regards to the design and implementation of such policies, the pressure of the feminist movement emerged in the sixties was crucial for States to be encouraged to change their discriminatory activities and to initiate a process of incorporation women and their specific needs in the public agenda. From the Fourth Action Programme for Equal Opportunities between Men and Women (1996-2000) appears a new concept, gender mainstreaming, that set as a priority the need to make women's and men's concerns and experiences an integral part of the design, implementation, monitoring and evaluation of all sectoral policies and activities of the European Union and its Member States. This article aims to reflect on how a particular type of policy, the drug policy, integrates gender into the policy making process through the study of strategies and action programmes. El proceso que origina el dise o e implementaci車n de una pol赤tica p迆blica por parte de un Estado es la consideraci車n de la necesidad de intervenci車n en un 芍mbito concreto de actuaci車n. Esta necesidad surge de la definici車n y diagn車stico de alg迆n problema que requiere soluci車n. Las pol赤ticas de g谷nero, son una modalidad de pol赤tica p迆blica con caracter赤sticas espec赤ficas derivadas del objetivo que pretenden y de las estrategias utilizadas en el proceso de implementaci車n de las mismas. En lo que se refiere al dise o e implementaci車n de este tipo de pol赤ticas, la presi車n del movimiento feminista surgido en la d谷cada de los sesenta fue decisivo para que los Estados por un lado, se animaran a modificar sus actividades discriminatorias e iniciaran un proceso de incorporaci車n de las mujeres y sus necesidades espec赤ficas en la agenda p迆blica, y por otro, iniciaran un proceso de elaboraci車n e implementaci車n de pol赤ticas p迆blicas en materia de igualdad. A partir del IV Programa de Acci車n Comunitario para la Igualdad de Oportunidades entre Hombre y Mujeres (1996-2000) aparece un nuevo concepto, el mainstreaming de g谷nero, y se establece como objetivo prioritario la necesidad de fomentar la integraci車n de la dimensi車n de igualdad de oportunidades en la elaboraci車n, aplicaci車n y seguimiento d
