Desta forma, fundamentado nos conceitos de redes e escalas, este artigoprocura avaliar a dinamica de inclus o e exclus o das comunidades quilombolas do Vale doRibeira ¨¤s pol¨ªticas p¨²blicas de regulariza o fundi¨¢ria das diferentes esferas de governo. O Valedo Ribeira ¨C sul de S o Paulo e leste do Paran¨¢ ¨C concentra atualmente 40 comunidadesquilombolas certificadas pela Funda o Cultural Palmares, 29 no Estado de S o Paulo e 11 noEstado do Paran¨¢. Observa-se, todavia, que embora uma rede pol¨ªtica se articule na escalanacional (Secretaria Especial de Promo o e Pol¨ªtica da Igualdade Racial - SEPPIR), unificando aluta negra por meio de programas e projetos, a rede executiva se estrutura, sobretudo na escaladas unidades da federa o (INCRA-PR, no Paran¨¢, e ITESP, em S o Paulo). Desconsidera-se,assim, a escala regional (Vale do Ribeira) com suas caracter¨ªsticas homog¨ºneas em termosnaturais e de ocupa o hist¨®rica e cultural.English Only recently black rural and urban populations in Brazil whose ancestries have been part ofthe colonial past of slavery have obtained visibility in the political sphere of the country on allgovernmental levels (municipality, state, and federation). Based on the concepts of networkand scale, this article intends to evaluate the dynamics of inclusion and exclusion of marooncommunities (quilombolas) in the Vale do Ribeira, which are induced by public land registrationpolicies in different governmental levels. The Vale do Ribeira, in the south of the Brazilian stateof S o Paulo and in the Northeast of Paran¨¢, has actually 40 quilombolas communities that are certified as such by the Palmares Cultural Foundation, being 29 in S o Paulo State and 11 inParan¨¢ State. Though this is the result of a network of diverse policies on the national scalecoordinated by the Special Secretariat for the Promotion and Policy for Racial Equality (SEPPIR)which unifies the black struggle through programs and projects, the execution of these policiesis mainly concentrated in the hand of executive organs of land registration (INCRA-PR in Paran¨¢and ITESP in S o Paulo).
