It was a non experimental and expo facto investigation, sustained in a multivariate corelational design, seven (7) IUT with greater production in investigation were taken in consideration (28% of the total), the instrument was applied to personnel with science and technology management experience. Two instruments were applied to identify the factors of innovation and factors of innovation production. The collected data was analyzed using the discriminante analysis and the multivaried analysis, determining that the innovations that are affected mainly are: The generation of adaptations, optimizations, processes and technological changes and the factors that discriminate the type of innovation are: The availability of resources for investigation and development, entailment with the economic sector and commercialization of results. In second place the presence in the institution of the strategic planning of technological nature, the establishment of lines of investigation and participation of personnel. Thirdly the type of investigation, the implementation of policies of R & D, the attitude to the development of innovations, the market value and the entailment between investigations centers.
