%X Within the technical-legal and technical-administrativelanguage of Costa Rican public institutions,which is the product of several criteria, constitutionalvotes, political opinions and political-administrativeleadership, certain terminology has come to denotemeaning over time without having been given theproper foundation for it to be used collectively. We referto the terms reorganization and restructuring, whichas presented in this essay, convey dissimilar qualities.They are only close in meaning, so it is essential to providea pragmatic definition coated with administrativerationality that is capable of being used in appropriatestrategies for modernization and adaptabilityof democratic institutions.
