%X El estudio del dise o institucional participativo del municipio de Bilbao ha permitido identificar algunos componentes de la estructura de oportunidad participativa que condicionan las formas de participaci車n vigentes y conducen a procesos de exclusi車n de las mujeres en las pr芍cticas ciudadanas. El foco de atenci車n de este texto se ha centrado en el an芍lisis de los mecanismos de base asociativa, que indica la necesidad de que los gobiernos locales integren el enfoque de g谷nero no s車lo en las propias instituciones municipales, sino tambi谷n en las pr芍cticas y en los actores de la gobernanza democr芍tica. The study of the participatory institutional design of the Bilbao municipality has allowed us to identify some of the elements of the participatory opportunity structure that influence the current forms of participation and result in process that exclude women from citizenship practices. The main focus of this text centers on the analysis of the mechanisms of associative basis. This analysis indicates that local governments need to integrate the gender perspective not only in the municipal institutions themselves, but also in the practices and actors of democratic governance.
