%X Na primeira parte o artigo contex-tualiza a ado  o do Tratado de Estabilidade e, admitindo a irreversi-bilidade pol¨ªtica da sua ado  o, avalia os problemas de algumas das suas cl¨¢usulas, nomeadamente na interpre-ta  o jur¨ªdica. Na segunda parte, ¨¦ avaliada a incapacidade pol¨ªtica que a ue tem deixado transparecer na supe-ra  o da crise da zona euro. Nesse sentido, s o apontadas algumas medi-das identificadas como poss¨ªveis for-mas de assegurar a legitimidade democr¨¢tica de uma futura governa  o econ¨®mica do euro. In its first part, the article provides the historical context for the adop-tion of the Treaty on Stability. Acknowledging the political irrevers-ibility of its endorsement, it assesses the problems posed by a number of its clauses, namely in juridical interpreta-tion. In the second half, an evaluation is carried out of the political inability the eu has shown in overcoming the Eurozone crisis. To this purpose, a series of measures are pointed out that have been identified as feasible ways of ensuring the democratic legitimacy of a future economic governance of the Euro.
