%X Distance higher education is capable of providing important solutions on specialization and constant professional skill issues, given that the adult students can complete a circle of specialized studies without interrupting the rest of their professional and domestic obligations, i.e. something which traditional university structures fail to provide. The expansion of open university institutions and open study programmes in general is considered necessary for the fulfilment of modern society requirements.
