%X La Ley Org芍nica de Ordenamiento Territorial pone punto final a una larga espera a la se encontraba sometido el desarrollo institucional colombiano desde la Constituci車n Pol赤tica de 1991. Sin embargo, a pesar de la larga espera, y los innumerables intentos fallidos por expedirla, esta ley no desarroll車 los prop車sitos planteados desde la carta constitucional. Esta norma no autoriz車 la creaci車n de nuevas categor赤as de entidades territoriales, no desarroll車 la atribuci車n relacionada con la estructuraci車n del mapa de competencias entre la naci車n y las entidades territoriales.
