%X El Estado colombiano se ha constituido en un ratificador estrat谷gico de acuerdos internacionales en materia de derechos humanos. Dicha actitud se define por una combinaci車n de apego legal con incumplimiento sistem芍tico de esta normatividad. Este comportamiento ha sido sostenible en el largo plazo gracias a la aplicaci車n de una estrategia diplom芍tica internacional destinada a contener la presi車n de actores internacionales a favor de un mayor compromiso del Estado colombiano con los derechos humanos. Esta estrategia, a su vez, est芍 compuesta por los siguientes elementos: la negaci車n de la existencia de violaciones sistem芍ticas, la inculpaci車n de terceros actores por dichas violaciones (con el objetivo claro de desviar la atenci車n de la responsabilidad del Estado mismo), la construcci車n de alianzas internacionales con pa赤ses cuyo r谷cord en materia de violaci車n a los derechos humanos es tanto o m芍s grave que el de Colombia y, la deslegitimaci車n y el ataque constante a ONG y organizaciones internacionales que denuncian la preocupante situaci車n en el pa赤s. En este art赤culo se provee evidencia de este comportamiento durante las dos administraciones de 芍lvaro Uribe. The Colombian state has become a strategic ratifying international agreements on human rights. This attitude is defined by a combination of legal attachment to persistent breaches of this regulation. This behavior has been sustainable in the long term through the implementation of international diplomatic strategy for containing the pressure of international actors in favor of greater involvement of the Colombian state human rights. This strategy, in turn, consists of the following: the denial of the existence of systematic violations, the indictment of third actors for violations (with the clear objective to divert attention from the responsibility of the state itself), construction international partnerships with countries whose record on human rights violation is equally or more serious than that of Colombia and the delegitimization and the attack on NGOs and international organizations denounce the worrying situation in the country. This article provides evidence of this behavior during the two administrations of Alvaro Uribe.
