By the way, this article does not attempt to account for technical and economic aspects linked to the National Reconstruction Plan. Neither is intended to comprehensively evaluate the effectiveness of specific instruments designed by the government to allocate resources to the affected population. Rather it is analyzed at the sociopolitical effects, the subjective impact of the event and its implication in the construction of collective experience, changes in the legitimacy of government action and political coalitions and identify those lasting social effects on communities affected. A management level government policy, we want to understand how (design) of the institutional response in the context of emergency post 27-F and later in the process of reconstruction.
