%X The article explains the concept of ¡°soft power¡±, very much in vogue in the field of International Relations, and proceeds to explain how the People¡¯s Republic of China uses this concept in its foreign policy in general, and how it operates in Latin America, given the different components of ¡°soft power¡± as applied to Chinese behaviour, such as (i) culture, to the extent that it attracts others, (ii) foreign policy, and (iii) political values.
