%X Durante los 迆ltimos treinta a os uno de los puntos b芍sicos de la discusi車n pol赤tica y econ車mica en Espa a ha sido la configuraci車n del Estado de las autonom赤as y su financiaci車n. Por otra parte, los t谷rminos  descentralizaci車n fiscal  y  Espa a  han sido tradicionalmente antit谷ticos. Esta larga trayectoria hist車rica dominada por un Estado centralizado, que arranca en lo tributario en 1845, vari車 claramente con la Constituci車n de 1978. No es una Constituci車n federal pero prefigura una construcci車n del Estado, el de las Autonom赤as, que ha mantenido en los 迆ltimos lustros una trayectoria claramente descentralizadora, pero con una clara asimetr赤a entre gesti車n de ingresos y de gastos. -- During the last thirty years, one of the basic points of the political and economic rows in Spain has been the shaping of the State of the autonomies and its financing. On the other hand, the terms,  fiscal decentralization  and  Spain , have been traditionally antithetical. This long historical path, dominated by a centralized State, which starts off in the tax system in 1845, clearly differed from the 1978 Constitution. It is not a federal Constitution, yet prefigures a building of the state, the one dealing with the autonomies, which has maintained a clear decentralizing path in the last decades, yet with a clear asymmetry between income and expense management.
