%X Assured some conditions for citizen participation, such as is the rule of democratic political order and overcoming extreme inequalities, it is possible to develop policies and tools that enhance the quality of participation. My main hypothesis in this study is that Latin American states have instruments of citizen participation that could be improved to achieve more integration and synergy, especially in local areas. From the analysis of the case of Chile, this study offers a diagnosis and proposals for discussion and progress in participation policies.
