The use of space communication systems for this purpose is difficult since the high value. The alternative is building of communication systems with dynamic network topology that enable provision of the connection of telecommunication equipment on a vehicle without using the facility space communication systems. The implementation of such systems is limited by the absence of specialized software systems used for the calculation of large-scale information and communication systems with dynamic network topology.
