The constitutions of 1992 and 1996 recognize the region as the local community but tbut the 1997 law didn¡ät reach an effective decentralization empowerment. This paper makes a review of the electoral history of two regions based on the acknowledgment of their identity such as the Rif Mountains and the Sahara, noting the intervention of the administration, the absenteeism of the population or the pressure on the electorate that makes it difficult to check out .
