%X A comprehensive assessment is needed on Indonesia¡¯s counterterrorism policy, which is currently being implemented, to ensure Indonesia¡¯s transition to democracy will be stable and not snared as a failed state. The worst scenario envisaged is a possible disintegration as a result of the never ending spiral of conflict. The objective of this article is to disclose factors that influenced the decision-making process on counterterrorism policy in Indonesia.
