%X Con el presente trabajo se busca analizar la reforma introducida a la Ordenanza General de Urbanismo y Construcciones en materia de ¨¢reas de Protecci¨®n de Recursos de Valor Natural desde una doble perspectiva; la primera, relativa a su real eficacia a la hora de cumplir con el deber constitucional de tutelar la preservaci¨®n de la naturaleza esta vez concretado a trav¨¦s del rol ordenador del territorio de los Instrumentos de Planificaci¨®n Territorial, y la segunda, en cuanto a su efectivo cumplimiento a las normas constitucionales que permiten restringir o limitar el ejercicio de Derechos en aras de la protecci¨®n del medio ambiente y del patrimonio natural. This paper wants to analyze the reform introduced to the General Ordinance of Urbanism and Building on matter of Protected Areas of Natural Value Resources from two perspectives: the effectiveness to obey the constitutional duty of safeguard the preservation of nature, and the implementation of constitutional provisions that allows to restrict or limit the exercise of Rights in order to protect the environment and the natural heritage.
