Anahtar Kelimeler: Sa l kta d n¨¹ ¨¹m program , kamu hastane birlikleri, hakkaniyet Abstract The draft law of Public Hospital Associations, which is a part of Health Transformation Program and which aims at reorganization of Ministry of Health by organizing the second and third level health services, is expected to be discussed in the general assembly of the Turkish Parliament. The draft has been an important discussion point in the health care environment since it first got prepared in 2007. The objective of this article is to discuss the conflicts in the draft in the context of ¡°equity principal¡± which is stated in the draft itself. The principals of equity, representation and participation are not properly taken into consideration in the process of selection of the highest decision making organ of the associations, namely the board of directors. The financially oriented services that the associations are going to deliver will affect the whole society but especially the poor.
