%X La personalizaci車n de la pol赤tica y un mecanismo de votaci車n basado en boletas por partido para diferentes categor赤as electorales (Indiana) estimulan el poder electoral de una 谷lite de "candidatos populares" con capacidad de arrastrar votos a sus listas. Y las elecciones de medio t谷rmino creadas por la Constituci車n Nacional de 1994 consolidaron un patr車n de comportamiento que los caracteriza: los "cabezas de lista" exitosos renuncian antes de completar sus mandatos para "saltar" hacia otra candidatura en las generales por venir. Siguen estrategias en beneficio de sus carreras pol赤ticas, o del inter谷s de sus partidos. El paroxismo de este comportamiento es el llamado candidato testimonial. El paso del tiempo y la transformaci車n de este patr車n constituyeron una cultura, cada vez m芍s alejada del esp赤ritu original de la instituci車n. El ejecutivismo electoral, sin embargo, tiene rasgos parlamentaristas: Ejecutivo y Legislativo se aproximan por un mismo proceso de legitimaci車n electoral que los entrecruza. The personalization of politics and a voting mechanism based on party-group ballots (Indiana type) enhanced the voting power of an elite group of "popular candidates" that have the capacity of electoral traction to their parties. And the 1994 amendment of the Argentine Constitution created a new electoral cycle of general and mid-term elections. Together, they were the conditions for the emergence of a new behavioral pattern: the successful "heads of lists" give up their seats early to "leapfrog" into another electoral race, usually the next executive election to come. They do so to benefit their political careers or protect the interest of their parties. The paroxysm of this behavior is the so-called "testimonial candidate", who gives up before even taking the seat. Changing patterns and their consolidation through time trigger a particular political culture that causes a conflict with the formal electoral institution and its original spirit. However, this electoral "Executivism" has a Parliamentarian flavor, given the intertwining between Executive and Legislative electoral processes.
