%X El estudio de las relaciones Ejecutivo-Legislativo no es nuevo. Sin embargo, en el caso argentino, la votaci車n en el Congreso de la Naci車n Argentina del proyecto que enviara el Ejecutivo procurando la confirmaci車n de la Resoluci車n 125 del Ministerio de Econom赤a sobre retenciones m車viles a las exportaciones agropecuarias gener車 un quiebre que puso en escena el rol de los gobernadores en la votaci車n del Legislativo. Este quiebre en la din芍mica de la actividad parlamentaria regenera el inter谷s acad谷mico sobre el papel de la "cohesi車n partidaria" ("disciplina partidaria") en el Congreso, introduciendo a un actor muy poco observado al momento: los gobernadores. La literatura acad谷mica no ha trabajado con profundidad el rol de los gobernadores en la relaci車n Ejecutivo-Legislativo ni su medici車n. En este sentido el 赤ndice de Rice es el instrumento de medici車n de referencia en el tema. Ahora bien, dado que 谷ste se halla limitado en su alcance dadas determinadas condiciones, el presente trabajo tiene por objetivo construir un nuevo 赤ndice denominado "赤ndice de Independencia-Territorialidad (IT)" que permita indagar sobre el rol de los gobernadores, relacionando las variables cohesi車n partidaria y territorial, utilizando para ello una matriz de datos construida en base a votos nominales de los legisladores de ambas C芍maras. La investigaci車n arriba a conclusiones que contribuyen a un nuevo enfoque te車rico-metodol車gico sobre el tema, quedando para futuras investigaciones si lo observado es un caso particular argentino o es un fen車meno replicable a otras rep迆blicas federales. The study of executive-legislative relations is not new. However, in the Argentine case, the vote of the project sent by the Executive seeking confirmation of Ministry of Economy Resolution 125 sliding tax on agricultural exports led to a break which staged the role of governors in the legislative vote. This break in the dynamics of parliamentary activity regenerates academic interest on the role of "party cohesion" ("party discipline") in Congress, introducing an actor very little studied at the time: the governors. The academic literature has not worked in depth the role of governors in executive-legislative relations and its measurement. In this sense, the Rice index is the measurement instrument reference in the field. However, since it is limited in scope under certain conditions, this paper aims to build a new index called the Independence-Territoriality Index (IT) to enable investigate the role of governors, establishing the relationship between party cohesion and territoriality, using a
