%X Cet article propose d¡¯appr¨¦hender le processus d¡¯inscription de la question de la contrebande transfrontali¨¨re de carburants dans l¡¯agenda d¡¯int¨¦gration binational entre la Colombie et le Venezuela. Peu de travaux s¡¯int¨¦ressent ¨¤ ce sujet qui est habituellement abord¨¦ dans une perspective de politique int¨¦rieure et non pas ext¨¦rieure. Notre ¨¦tude s¡¯inscrit dans le cadre th¨¦orique de la   mise en agenda   trait¨¦e par Cobb et Elders (1983) et des travaux de Jones et Baumgartner (2005) sur l¡¯¨¦volution de l¡¯agenda politique apr¨¨s l¡¯introduction de nouveaux enjeux. Elle vise ¨¤ comprendre la mani¨¨re dont la contrebande de carburants trouve une place dans l¡¯agenda d¡¯int¨¦gration ¨¦nerg¨¦tique bilat¨¦ral et devient un enjeu de coop¨¦ration entre les deux pays. Les effets ¨¦conomiques de la contrebande ainsi que ses cons¨¦quences sur la s¨¦curit¨¦ de la fronti¨¨re ont ¨¦t¨¦ des facteurs d¨¦terminants dans la signature d¡¯un accord entre les deux pays. Les agences ¨¦nerg¨¦tiques de Colombie et du Venezuela ont ¨¦t¨¦ les acteurs privil¨¦gi¨¦s du processus d¡¯inscription du probl¨¨me dans l¡¯agenda d¡¯int¨¦gration entre les deux pays. This article analyzes the gradual inclusion of the illegal oil trade in the binational integration agenda between Venezuela and Colombia. Few scholars have focused on this question, which is generally examined through the prism of domestic ¨Cnot foreign¨C policy. This study borrows from Cobb and Elders¡¯ (1983) agenda setting theory and its development by Jones and Baumgartner (2005) on the evolution of political agendas following the incorporation of new issues. The purpose is to understand the ways in which illegal oil trade found its place in the bilateral energy integration agenda and became the subject of cooperation between Venezuela and Colombia. The economic effects of this illegal traffic along with its consequences on border security were crucial factors in the signing of a bilateral agreement. The energy agencies of Venezuela and Colombia were leading actors in this process and played a great role in the agenda setting process. El art¨ªculo identifica el proceso a trav¨¦s del cual la problem¨¢tica transfronteriza del contrabando de combustibles entre Colombia y Venezuela se inserta en la agenda de integraci¨®n binacional y logra convertirse en un tema p¨²blico sustantivo. Existen pocos trabajos que traten este sujeto en una perspectiva de pol¨ªtica interna y no externa.
