THE ROMANIAN PERSPECTIV %A Emil B£¿LAN %A Drago£¿ Teodor TROAN£¿£¿ REBELES %J Transylvanian Review of Administrative Sciences %D 2007 %I Babes Bolyai University %X From our perspective, the administrativeprocedure represents in a simple way the rulesthat apply to the activities of public administrationstructures (even if it concerns the drafting, theexecution or the control of administrative acts orthe realization of administrative operations).In the context represented by the need forreform and modernization in the public sector,the administrative procedure has to systemize,simplify and unify public administration activityeliminating the contradictions between theadministrative actions.The reform and modernization of publicadministration needs in our opinion to state andestablish in a clear and prescriptive way the rulesconcerning the general administrative procedure,in other words ¨C the rules that guide the decisionmaking process, that assures openness andtransparency, the respect of citizens¡¯ rights andinterests, the ef ciency of public administration.Our paper ¨C ¡°General principles of publicadministration procedure.
