%X O tema ora apresentado tem por objetos a an¨¢lise e a compreens o do processo evolutivo, bem como a reinterpreta  o de um princ¨ªpio basilar do Direito Administrativo, qual seja: a supremacia do interesse p¨²blico sobre o interesse privado, tradicionalmente t o bem utilizado para fundamentar decis es da Administra  o p¨²blica, quando da impossibilidade desta em prover determinados direitos assegurados pela Constitui  o de 1988, considerada um marco fundamental em nosso modelo jur¨ªdico. Tamb¨¦m ser¨¢ objeto de an¨¢lise seu real contexto hermen¨ºutico diante da nova ordem constitucional dos direitos fundamentais, notadamente a primazia da dignidade da pessoa humana, na busca de rumos mais coerentes a um Estado Democr¨¢tico de Direito, frente ao particular necessitado do atendimento ao m¨ªnimo existencial. ABSTRACT: The issue presented here is the analysis objects and understanding of the evolutionary process, as well as the reinterpretation of a fundamental principle of administrative law, namely, the primacy of public interest over private interest, as well as traditionally used to support decisions of the Public Administration when this inability to provide certain rights guaranteed by the 1988 Constitution, considered a milestone in our legal model. It will also be the object of analysis on your real hermeneutical context of the new constitutional fundamental rights, notably the primacy of human dignity, seeking direction to a more coherent democratic state, compared to the particular need of care existential minimum.
