%X Los conceptos de Promoci車n de Salud no son nuevos para los que enfocan la salud como parte de una totalidad y no como un componente aislado, es "proporcionar a los pueblos los medios necesarios para mejorar la salud y ejercer un mayor control sobre ella". Los proyectos de Municipios por la Salud, integran la acci車n de Promoci車n y Prevenci車n, pilares fundamentales en el modelo de Atenci車n Primaria en Cuba para el desarrollo de salud ambiental, enfermedades no trasmisibles, trasmisibles y otros da os de la salud. En los municipios donde el gobierno solicita la implantaci車n de estos proyectos, realizar芍 la capacitaci車n en Promoci車n de Salud a los miembros del Consejo de Administraci車n Municipal, Consejos de Salud Municipales y Populares, personal implicado en el proyecto y a los promotores de la poblaci車n que se han involucrado en el movimiento; se realizar芍 el an芍lisis de la Situaci車n de Salud con participaci車n comunitaria y determinaci車n de prioridades, utilizando el M谷todo de Hanlon, se caracterizar芍 por todos los organismos, incluyendo salud, el lugar donde se va a trabajar; se confeccionar芍 el proyecto y los subproyectos que saldr芍n a partir del an芍lisis con la comunidad, se realizar芍 evaluaci車n inicial por medio de encuestas o grupos focales, realiz芍ndose monitoreo sistem芍tico para evaluar su marcha. El impacto de estos proyectos se medir芍 a corto, mediano y largo plazo. The conepts of health promotion are not new for those who consider health as a whole and not as an isolated component. It means to -give peoples the necessary means to improve health and to have a better control of its-. The projects of the municipalites for health are part of the action of Promotion and Prevention, which are the fundamental milestones in the model of Primary Care in Cuba for the development of environmental health, communicable and non- communicable diseases and other health damages. In the municipalities where the goverment thinks it is necessary the introduction of these projects, the members of the Municipal Board of Directors, of the Municipal and Peoples∩s Health Councils, and the personnel involved in the project as well as the promoters of the population taking part in the movement will be trained in health promotion. The health situation will be analyzed with the participation of the community and the priorities will be determined by the Hanlon∩s method. The place chosen to carry out the work will be characterized by all the bodies, including health. The project and subprojects emerging from the analysis with the community will be also made.
