Transfer is a process consisting of three stages that are handled in a comprehensive manner within the framework of Basic Transfer Model. These three stages are evaluation, securitization and transfer. The evaluation sub-model involves assessment of quality and quantity of all physical, material and concrete factors to the owners based on principles and criteria of (current value) for statement of restricted parts of property building rights, which were limited for conservation, of Registered Immovable Cultural and Natural Monuments in cash.
