%X e-Governance is an application of ICT (Information & Communication technology) to provide government services to its citizens and organizations. Punjab is one of the leading states in implementation of e-Governance but still there are some obstacles in its effective implementation at rural level. This research paper highlights the factors that are affecting the implementation of e-Governance. It also includes a survey questionnaire which takes all the factors into account and before starting actual survey a pilot study for this questionnaire was done which confirms its acceptance
