%X El Acuerdo Tripartito sobre Seguridad Social Integral y Pol¨ªtica Salarial (ATSSI) constituido mediante un di¨¢logo social, entre el Estado venezolano, el sector empleador y las principales centrales sindicales del pa¨ªs en 1997, tuvo entre sus objetivos centrales por una parte, modificar el r¨¦gimen de c¨¢lculo de las prestaciones sociales (antig¨¹edad), y por la otra, transformar el sistema de seguridad social, en el marco de un programa de ajuste estructural neoliberal, impulsado por Rafael Caldera en su segundo gobierno, denominado Agenda Venezuela. De este proceso de concertaci¨®n, surgieron un conjunto de instrumentos legales que ten¨ªan por finalidad optimizar y armonizar las relaciones sociales de producci¨®n material, a partir de la configuraci¨®n de un consenso entre los actores sociopol¨ªticos y econ¨®micos implicados en el mismo. Desde el m¨¦todo hermen¨¦utico-dial¨¦ctico que proporciona una perspectiva relacional de la realidad hist¨®rica, se analizan las funciones de los diversos actores que protagonizaron este di¨¢logo social, en raz¨®n de interpretar sus roles sectoriales, a la par de sus espec¨ªficas posiciones pol¨ªticas e ideol¨®gicas. Concretamente, se examinan los aportes y contradicciones del ATSSI que dio vida a instrumentos legales, a la vez que, se interpretan las condiciones pol¨ªticas objetivas que posibilitaron la realizaci¨®n del mismo. Se concluye que el di¨¢logo social es una herramienta democr¨¢tica fundamental para la convivencia y el desarrollo integral de todos los actores y sectores que configuran el aparato productivo nacional, cuya funci¨®n medular es armonizar la multiplicidad de intereses individuales y colectivos en funci¨®n del beneficio nacional. The Tripartite Agreement on Integral Social Security and Salary Policy (ATSSI), constituted in 1997 through social dialog among the Venezuelan State, the employers¡¯ sector and the main labor unions in the country, had among its central objectives on one hand, to modify the regime of calculating social benefits (seniority) and on the other hand, transform the social security system within the framework of a program of a neoliberal structural type, impelled by Rafael Caldera in his second presidency, called Agenda Venezuela. From this arrangement, a set of legal instruments arose whose purpose was to optimize and harmonize the social relations of material production, starting by configuring a consensus between the socio-political and economic actors in the same.
