Ger ekle tirilen analizlerle TKDĦŻde belgei lemlerine y nelik var olan kapasite olanaklar n n, sorunlar n ve beklentilerin tespit edilmesiama lanm  t r. Analizlerden elde edilen verilere g re; TKD i erisinde belge eri ime d n¨ık ¨ıst veriunsurlar n n tan mlanmas nda, eri im k s tlamalar , de erlendirme ve imha i lemlerinde, denetimmekanizmalar n n olu turulmas nda, uygulamalar n birimlere yay lmas nda sorunlar ya and   ,ayr ca ileti im ve rutin yaz  malarda elektronik ortama ge i in  ncelikli alanlardan biri oldu uortaya   km  t r.In order to be successful in records management within the administrative systems ofinstitutions, an analysis of the existing capacity in administrative bodies and records managementapplications is regarded as crucial. In this respect, an evaluation of both international and nationalpreconditions together with an analysis of the existing conditions in records management isnecessary. In this study, the mentioned analysis is carried out in order to identify the conditionsand problems through Records Management Capacity Assessment System with a related softwareprogram. Being developed by the collaborative work of International Records Management Trust,and the World Bank. Empirical examination was made upon the related activities of Red CrescentSociety of Turkey Directorship of Communication and Archives, and the Directorship of HumanResources. The analysis aimed at locating the capacity, problems and expectations in recordsmanagement of the Society. The conclusions indicated that there are diffi culties in defi ningmetadata for accessing records, in restrictions to access, evaluation and annihilation processes,and concerning the application of methods among the administrative units. Moreover foundingan electronic base for communication and daily correspondence should be among the priorities.
