%X ¡°Kyrgyz Libraries Information Consortium¡±, one of the largest library associations in the country, celebrates its 10th anniversary. The Consortium was established in 2002 and through membership, it comprises more than 400 libraries within Kyrgyzstan, including the National Library, the State Patent and Technical Library, the Library of the Academy of Science, and many other academic and regional libraries. The Consortium¡¯s creation was an answer to the challenges the country faced: lack of information, very low level of technological development, no budget for collection development, lack of cooperation and collaboration between libraries in the country as well as with the international library community. The history and development of the Consortium, the Consortium mission, its goals, its main initiatives and the strategic directions to be taken are presented in the article. The importance of library development and how libraries in developed countries established strong and effective organizations are reviewed and analyzed here. This paper also presents the challenges and approaches that must be taken for future development of libraries in Kyrgyzstan. / ¡°K rg z K¨¹t¨¹phaneleri Bilgi Konsorsiyumu¡± ¨¹lkedeki en b¨¹y¨¹k k¨¹t¨¹phanecilik derneklerinden biridir ve kurulu unun onuncu y l d n¨¹m¨¹n¨¹ kutlamaktad r. Bu Konsorsiyum 2000 y l nda kurulmu  olup, ¨¹yelik say s  sonucu K rg zistan i inde toplam 400'den fazla k¨¹t¨¹phaneyi kapsamaktad r. Konsorsiyum i inde Milli K¨¹t¨¹phane (The National Library), Devlet Patent ve Teknik K¨¹t¨¹phanesi (State Patent and Technical Library), Bilim Akademisi K¨¹t¨¹phanesi (Library of the Academy ofScience), ile bunlar n yan s ra  ok say da akademik ve b lgesel k¨¹t¨¹phaneler de yer almaktad r. Konsorsiyum¡¯un kurulu u ¨¹lkede kar  la  lan g¨¹ l¨¹klere bir kar     k   olmu tur: yetersiz bilgi,  ok d¨¹ ¨¹k d¨¹zeyli teknik geli meler, koleksiyon geli tirmek i in b¨¹t e ayr lmamas , ¨¹lkedeki k¨¹t¨¹phaneler aras  i birli i ve beraber  al  ma al  kanl   n n olmamas  gibi sorunlar n yan  s ra,uluslararas  k¨¹t¨¹phanelerle ili kilerin de kopuk olmas  gibi g¨¹ l¨¹kler say labilir. Konsorsiyum¡¯un tarihi ve geli im s¨¹reci oldu u kadar, misyonu, ama lar , giri imleri ve izlenecek stratejik hedefleri bu makalede ele al nm  t r. Geli mi  ¨¹lkelerde k¨¹t¨¹phanelerin  nemi ve bunlar n nas l g¨¹ l¨¹ ve etkin kurumlar olarak geli tikleri incelenerek burada sunulmu tur. Makalede ayni zamanda K rg z stan¡¯da k¨¹t¨¹phanelerin geli tirilmesi i in kar  la  lan g¨¹ l¨¹kler ve gelecek i in izlenmesi gereken yakla  mlar ¨¹zerinde durulmaktad r.
