Cyril and Methodius University, Skopje %X The political consensus of elites is of essential importance for the consolidation of political systems, especially in the deeply divided societies. Because of the rather elitist character of the consociational model, which is often applied in the divided societies, along with the formal arrangements, the success of this model is mostly conditioned by existence of consensual political culture of elites in sense of Lijphart¡¯s ¡°spirit of accommodation¡±. It isbased on compromise and agreement, providing political elites with the ability to transcend cleavages between segments, to accommodate divergent interests and demands. The conflict of 2001 in Republic of Macedonia completed with institutional set-up (the Framework Agreement), thereby redesigning the political system by installingconsociational elements of power-sharing. The built-in elements of consociationaldemocracy provide flexible inner-ethnic and inter-ethnic balance in power-sharing and power-management, but only supported by respective consensual political culture, political elites will successfully play a role of promoters of a peaceful civil society having social, economic and cultural equality among citizens, advancing the achievement of democratic values and enrichment of democratic capital. %K Political culture %K consociational model %K democracy. %U http://sd.fzf.ukim.edu.mk/index.php/no3/2415515?format=pdf
