Cyril and Methodius University, Skopje %X In recent years the war on terrorism has opened major fronts against criminal organizations and their financing through closing and freezing of assets as individuals and organizations who are the main recipients and donors of terrorist organizations. Solving this problem is a very difficult task, and its essential is to prevent the flow of money into the hands of terrorists.Should we negotiate with terrorists? Are open negotiations with the terrorists give legitimacy to their criminal activities and encourage further bad behavior? For the preservation of peace and security, debt to ourselves and to everyone else, is necessary, wherever possible to work on the difficult process of negotiation.
