%X The issues of balanced state governing of regional development are investigated.The theoretical justification of interconnections between state government system and regionalproductive capacity system is a goal of research. The identifying key components of the stategovernment system, regional production potential and interconnections are objectives. Justificationof regional institutional capital as a component of regional production potential, characteristics ofhierarchical and functional system connections is a result of research.
