This policy, in turn, is part of the reform movement of educationalpolicies in the context of capitalist restructuring process. The purpose of this paperis to question its place in this system of evaluation in brazilian regulatorypolicy. With this objective, to weave accounts of its principles, goals and waysof operation. By analyzing historical and politically Simave, one may question itsguidelines, based on the discussion of political and administrative reforms in Latin America. These reforms are linked to the entry of international organizations in the financing of national and local educational projects.
