%X ased on relationships among the poverty factors,this paper briefs that natural,social and historical elements are accountable for poverty and aggragate relativepoverty in the process of development. The essence of poverty is man's poverty.Market economy exerts dual effects on the development of poor regions. Fromlong-term point of view, the steady sustainable development in poor regions should transform povertystricken people.Whereas from near-term operations, priority and pillar industries associated to resources should be taken under the prerequisite of gaining solutions to feed and clothing.
