%X The paper describes the characteristics, the present condition and the utiliza tion countermeasures of aqutic resources in the lakes of Huaiyin City, so as to provide a basis for the development of these aquatic resources.This paper consists of four parts: l. The paper studies the characteristics and superiority of aquatic resources of the lakes and reveals the potential productivity and favourable conditions of development; 2. The paper studies the present condi-tion, the influential factors and remaining problems in utilizing the aquatic resourc-es of the lakes; 3. In view of the reality of Huaiyin, the paper points out the direction, the ways of development and the aims and plans in utilizing the aquatic resources of the lakesj 4. The paper puts forward the strategic countermeasures to further develop the aquatic resources in the lake areas.
