%X The intrinsic factors influencing and dominating the economic situations are different during different economic development phases.Looking through China's history of economical development over the past 26 years,the country's economy has experienced three stages in total,namely,the economically lacking stage from 1978 to 1993,the economically surplus stage from 1993 to 2002,and the resources-restraint stage since 2002.At present,the total amount of resources for provision of China's huge economic scale needs are increasing sharply and the coal and petroleum supplies shortage came up in recent years,which brought up unstable product prices.The phenomenon of lacking electricity in partial places before 2003 has already extended nationwide to most cities of the country which taking for seventy-five percent of the total since 2004.The factors restraining China's economy development have changed from intensive use of capital and labor to the resources such as water,electricity,land and minerals.In the future,the most important bottleneck factors influencing the speed and efficiency of China's economic development are the resources shortage and low efficacy of resources use.The dilemma facing china's economic development is rapid economic growth at the cost of a great deal of resources,the increasing influence from world economy fluctuation on domestic economy,more and more trade frictions with developed countries,deteriorated ecological environment,increasing risk of economic safety which is raising underlying threats to nation's security.Therefore,as this paper concluded that the advancement in circular economy development patterns is not only inevitably choice,but also needs of strategic adjustment in the economic growth mode.The advancement is a comprehensive transformation including social economy and technology and innovation for mode of natural resources use as well as traditional view and culture value.This paper recommended that Firstly,attaching great importance the quality of economy growth instead of economic expansion.Secondly,setting the system of national economy measuring through green GDP.Thirdly,building rational and normative indicator system of economy for governmental inspection and evaluation.Fourthly,establishing industry technology standards,market admission standards,scientific and technologic innovative mechanism and technologic innovative systems for promoting circular economy.Fifthly,reforming and perfecting property rights system of resources in order to accelerate the formation of indemnification mechanism of circular economy.
