%X China national innovation system consists of not only knowledge innovation system and technical innovation system but, owing to China's national conditions, also of system and institutional innovation system, concept and cultural innovation system as well as knowledge infrastructure and management engineering system. This paper focuses specially on the necessity and feasibility of concept and cultural innovation system. It holds that backwardness in concept and culture will bound to lead to economic backwardness. To realize fore sight development, first of all, it is necessary to innovate concept and culture, otherwise it is very difficult to develop knowledge economy.
