%X hina is a big populous country with relatively low economic development level. The development mode1 merely seeking for "speed" followed over a long period of time, especially the inappropriate natural resources management system so far practiced would possibly make natural resources become a dominant factor restricting the country's economic development at the turn of the 20th century.The only way out for getting rid of such situation lies in deepening structural reform of the present natural resources management system, strengthening management of property right of natural resources, and setting up or perfecting property right market of natural resources. Meanwhile, the unreasonable situation of "high price for products, low price for raw materials and priceless for resources" should be thoroughly changed. This is of far-reaching significance to the strengthening of national property management, to the performance of economic accounting, giving full play to resources potentiality and preventing improper resources utilization and damage so as to gain greater economic, ecological and social benefits.
