%X The traffic bottleneck on the Qinghai\|Tibet Plateau due to the high topography and deep\|cut river gorges has severely restricted the exploitation of the region's resources with national importance and the development of the region's economy.It is also very difficult to satisfy the great demands of the local people in the interior of the Plateau for mutual communication,material exchange and information flow.Tibet is the only region among other provinces and regions in the country that has no access from railways since its traffic facilities are imperfect and backward.So it is of great strategic importance to construct railwarys access to Tibet.To accelerate development of modern communication and transportation network in the region,it is suggested that the state should make arrangement to initiate the construction of railways connecting Tibet,particularly the extension of the existing railway on the Qinghai\|Tibet Plateau as early as possible.Suggestions are also made to set up a foundation specially for the region's railroad construction and give subsidies for the special lines operation.
