关小克 %A 张凤荣 %A 刘春兵 %A 李乐 %A 赵华甫 %J 资源科学 %D 2013 %I %X The combination of natural and socio-economic factors is an acknowledged method for gaining comprehensive information from different aspects or dimensions for decision-making, especially in the domain of land use planning or rural residential land consolidation. Comprehensive development potential assessment provides quantitative measures for rural residential land development division, fundamental to optimization of the distribution of rural residential land. This paper firstly derived topographic boundaries for plain, low mountainous and mountainous areas based on 100m and 200m contours according to digital elevation model (DEM) and slope data for Pinggu District, Beijing. Spatio-temporal changes of rural residential land distribution in Pinggu District were analyzed via land use data status quo from 2004 to 2009. The results indicate that topographic factors determine the overall distribution pattern of rural residential land in Pinggu District. Rural residential land has an aggregated distribution in plain areas, is zonal in low mountainous areas and is scattered in mountainous areas. Consolidation of Pinggu District shall be based on the coordination between factors like region, urban-rural, socio-economy and nature, which can strengthen the relationships between land use and industrial development. Rural residential land consolidation in plain areas shall be combined with local industrial development plans and take central villages as platforms to accommodate people from villages demolished nearby. Rural residential land consolidation in mountainous areas shall take into account local resources and development suitability to comprehensively plan the industrial developments and functional zones or districts. Taking into account the urban development plan, development and adjustment modes were advanced according to the location and goals of the urban-village system to realize coordinated developments of plain and mountainous areas.
