%X Understanding contributors of changes in China’s energy intensity is of prime importance for making predictions of future trends and formulating effective policy to further promote energy efficiency.This study was aimed to investigate drivers underlying changes in China ’s energy intensity and regional differences in the energy intensity evolution path.A panel socioeconomic data set of China’s 28 provinces,autonomous regions,and municipalities during the period 1995-2009 combined with the Fisher Ideal Index method was used here to comprehensively examine changes in China’s energy intensity and provincial differences.It was found that the aggregative energy intensity over the study period was decreasing,driven mostly by the improvement in energy efficiency.The effect of economic structural change was less and even made the situation worse in some years.At the provincial level,energy intensity in most regions declined.Although energy intensity in all provinces declined,the rates of improvement in energy productivity among these provinces differed greatly and these differences continue to be increasing.The efficiency improvement within a sector contributed 98%to reductions in the energy intensity whereas the structural change only contributed 2%.On average,economic activities in more than half the provinces tended to become more energy-intensive during this period whereas only eight provinces have shifted to a less energy-intensive economic structure.Given that China has been experiencing rapid industrialization,it is expected that the trend would continue in the near future if there is no policy intervention.Policy implications of this analysis are given as follows.First,the higher energy intensity in China compared with developed countries is primarily caused by the particular industrial structure of the industrialization phase.As China has entered the mid-stage of industrialization,the policies during the 12th Five Year Plan should continue focusing on structure adjustment.Expansion of production capacity of high energy consumption products should be limited.The exports of products of high energy consumption,pollution producing and/or natural resources should be restricted.The proportion of high value-added and high technology industries should be increased while the proportion of high energy consumption industries should be reduced.Second,based on the decomposition results,regional differences in changes in energy intensity come primarily from the difference of energy efficiency within a sector.Although the economic structure may not be changed dramatically during a short period,management experience and energy-saving technology can be promoted and exchanged between provinces to narrow their energy efficiency gap.
