%X The northeast regions of China is an important industrial base and there are abundant wind energy resources, therefore, holds an important strategic position in the exploitation and utilization of the wind energy resources and wind power industry development in China. On the basis of analysis to the factors such as wind energy reserves in the area, its value of exploitation, the status quo of its utilization and problems faced in its development, this paper proposed a new goals and strategies of the wind energy exploitation and the wind power industry development in this area. The results indicated that the wind energy resources in the area are of great value in use, and the wind power industry has a good potential for development in the coming future. However, the degree of exploiting wind energy resources matches up lowly with the development of the wind power industry and the construction scale of wind power stations is generally small. The goals which have been made by the local governments in the plan for the development of the wind power industry are somewhat lower. The degree of large-scale wind-driven generator manufactured is domestically low. In light of these problems the paper sets the scientific goal for the wind power industry development in the areas, and further predicts that the wind power installed capacity in the area will reach 11.2 million kilowatts in 2020. In addition, the three wind power bases will be set up in the following areas: the middle part of Liao Ning Province and its east peninsula; Baicheng city in the west part of Jinlin Province and Songyuan area; and the east part of Heilong Jiang Province. In order to reach the goals the research suggests that the strategic position of wind energy resource exploitation should be promoted in developing the northeast industrial base and increase the investment in the wind power industry. On the basis of investigation of wind energy resources, local governments and enterprises should make scientific plans to promote wind power industry development. The research also points out that the technical innovation is the core in the development of wind power industry. Enterprises should further expand the wind power installed capacity by means of the technical innovation in order to realize scale efficiency and virtuous cycle of wind power industry development. In addition, wind power enterprises should insist on introducing the advanced technology from abroad as well as developing home-made products. Finally, the local government support and market promotion are important for the development of the wind power industry. Enterprises should make use of diversified investments to realize a great-leap-forward development of the wind power industry in the northeast region.
