Based on the analysis of sustainability of land use and in light with actual conditions of the Lianyungang city, this paper established evaluation model to assess the sustainability of general land use planning in Lianyungang. Results show that: 1) The method is a good quantitative method for evaluating general land use planning implementation effect; 2) The comprehensive evaluation on sustainability of land use planning implementation in 1997, 2001 and 2005 was conducted. The sustainable degree of land use planning was 69.65% in 1997, 65.19% in 2001 and 73.29% in 2005. This suggests that land use in Lianyungang city is in a middle degree of sustainable state. From 1997 to 2005, the sustainable degree rose by 5.23%. This demonstrates that the sustainable degree of general land use planning implementation in Lianyungang city present an increase tendency. The sustainable degree of environment was 66.70% in 1997, 47.15% in 2001 and 65.61% in2005. From 1997 to 2005, the sustainable degree decreased by 1.63%. The sustainable degree of society was 55.96% in 1997, 50.04% in 2001 and 58.34% in 2005. This indicates that the sustainable degree of society in Lianyungang city is in an unsustainable state. The sustainable degree of economy was 77.85% in 1997, 79.64% in 2001 and 80.27% in 2005. This demonstrates that the sustainable degree of economy in Lianyungang city is in a sustainable state. The sustainable degree rose by 3.10%. The sustainable degree of resource was 75.02% in 1997, 78.22% in 2001 and 86.90% in 2005. This indicates that the sustainable degree of resource in Lianyungang city is in a sustainable state. From 1997 to 2005, the sustainable degree rose by 15.83%. In a word, from 1997 to 2005, the sustainable degree of economy and resource has been rising, respectively, and in a sustainable state. The sustainable degree of environment and society is in a sustainable state. On the basis of this, the paper puts forward three issues need to be solved in the future: human survival and development issue; rigidity and elasticity issue; and static and dynamic issue.
