%X Cigarette is a special additive consumer good and smoking is extremely harmful to health.In China cigarette is put under the policy of the highest tax rateby the State. Under market economy circumstances, macroscopic control should be.tightened, planned planting and unified purchasing over leaf tobacco productionwhich is taken as cigarette raw material should be exercised. The paper discussesthe assignment, master planning for overall development and countermeasures forsustainable development of leaf tobacco production in China.
