%X Social and economic development of any country and region should be based on natural resources. Therefore, a coordination state between economic development and resource base is becoming an important task and aim for most of the countries. Relying on its good resource base, many people believe that resource exploitation of Northwest China will play an important role in the economic development of China in the 21~(st) century. In this paper, resources and environment assessment formula (RCER) is introduced and five fundamental elements are selected to estimate the resource and environment and man-land relationship state in Northwest China. Considering its resource characteristic and human-land relation evolution, this paper argues that except mineral resource, Northwest China has no any advantages compared with other parts of the country in terms of the resources availability like water, forest and arable land. And the resource distribution in Northwest China is apparently imbalanced, resource and environment condition per unit area of Shanxi province is better but Xinjiang is worse. The RCER analysis also indicates that population growth and rapid economic development of Northwest China has eroded its resource base greatly and made resource exploitation state into a completely strained stage, the pressure between man and land has increased three times in the past 50 years and most of them have been brought about from economic development. The analysis of future development indicates extensive resource exploitation in the past years and this would in turn make human-nature relation of Northwest China come into a more strained stage. Supply and demand analyses for different resources also demonstrate the similar result. Some regional policy should be readjusted if Northwest China really want to realize a sustainable development, this paper therefore give some suggestions: 1) Continuous and stringent population plan policy is one important way to ensure the sustainable development of resources and environment; 2) Rational industry structure and higher regional urbanization is a very efficient and positive pattern fitting resource and environment change in arid area and region with frangible ecological environment; 3) Increase capital input and ensure stabilization and improvement of environment, and resource exploitation should be based on environment protection.
