%X Strategic resources are of crucial importance to national socio-economic development and hence their management should be strengthened. China's socialist market system has been gradually established and improved over the past two decades. The liberalization process of resources markets, however, has fallen apparently behind those of other industries in the national economy. This article has a primary classification of resources market system in terms of transaction objects, market factors, transaction forms, market structure, supply and demand and spatial-territories. It also analyzed structures and some organization patterns of the resource markets. On the basis of analysis on the situation and its major determinants of the market liberalization of China's resources, the authors points out that a comprehensive resource market system should be set up with the emphasis of resources commodities markets and the complementary parts of service markets and factor markets. Eight practical policies are put forward in the end of the article, namely, perfecting the institution of resource market management, establishing multi-levels of resources ownership structure, building scientific and rational mechanism of resources pricing, cultivating the factor markets of labor, capital, information and technology, enhancing governmental roles standardizing resources markets, perfecting the legal system for the market economy, building Chinese own transnational cooperation, and establishing China's storage system of strategic resources timely.
